Where is a good camping place to go near San Diego?

I’m looking for a good camping place close from where i live. Looking to just go to the mountains and camp for like two nights with 7 friends but we don’t have a lot of money to spend and do you have to be 18 or older to camp in camping grounds?
Can anybody help me please? and can anyone give me an estimate how much would it costs to go camping too.

I am setting up a brotherhood retreat for my fraternity and was wondering if there are any camp grounds that are fairly cheap (free if possible). Another important factor would be the strictness of rangers. Some of the older guys will be drinking and since it is a large group it may be loud. Thanks!
