What is the 28 day rule regarding camping on your land?

I asked the planning officer he said as the plot I may by is only 4 acres I could use this rule, but what does this really mean, me and my family can camp or others could camp therefor 28 days during one year.

Why do stores (such as Best Buy) allow stuff like this? On the news, they showed a Best Buy employee making predictions of how early people will start lining up to camp out on the store grounds on Thanksgiving Day. Some stores/malls have signs prohibiting loitering, and so do some city ordinances. Wouldn’t camping out on store grounds constitute loitering? In my opinion, people shouldn’t be allowed on the parking lot until a half-hour before the store opens.

At Best Buy, people are expected to start lining up and camping out Thursday afternoon for the store’s 4AM Friday opening. What would happen if I arrived at the parking lot at 3:59AM, waited for the manager to open up, and I sneaked in right past all the people who had been camping out for 12 hours?
